Calculation of safety criteria and critical values of controlled indicators during safety monitoring filling hydrotechnical structures

Alluvial hydraulic structures, which are the responsibility of the mining enterprise, mainly include tailings (enclosing dams of tailings) and hydraulic dumps (dumps of dry rock located on hydraulic dumps). The main problem in the operation of such structures is the possible destruction of the enclosing dams and dumps placed on hydraulic dumps and other unstable bases. The destruction of such structures leads to serious man-made accidents, leading to death of people, environmental disasters and enormous economic losses of mining enterprises with a complete stop of technological processes. Of the latest serious accidents, we note the destruction of the tailings dam in Brazil in 2019, which claimed more than 300 lives, chemical pollution of rivers for hundreds of kilometers, destruction of the surrounding infrastructure, etc. The foregoing predetermines the need to monitor the stability of such structures, the height of which currently reaches tens and even hundreds of meters, and the amount of chemically contaminated water in tailings is tens of millions of cubic meters. The main controlled indicators during monitoring are deformations determined by surveying instrumental observations on the surface of the structure, inclinometric studies of well deformations, strain gauges, as well as pore pressure in the base of the structure and its body. The main problem in monitoring the safety of alluvial hydraulic structures is the interpretation of the results obtained through measurements, due to the lack of methods for calculating the critical values of controlled indicators. These methods are not given in the scientific and technical, nor in the regulatory literature. The present work is devoted to this problematic issue.
