Preconditions for the formation and development of the market for services for the remediation of disturbed lands

To meet human needs, mineral and energy resources are needed, extracted from the earth’s depth. At present, more and more attention is paid to the remediation of lands, however, the problem of remediation of lands disturbed by mining remains very acute. The largest areas of disturbed and worked-out lands are located at coal mining enterprises in Kuzbass, industrial regions of Siberia, the Far East, etc. The article discusses the need to revise the legislative, regulatory and methodological framework for the remediation of disturbed mining lands, i.e. return of the damaged area to economic circulation. This article presents the research carried out by the authors in each of these areas and makes the main recommendations that contribute to the creation of a market for reclamation services. The authors of the study developed a methodology for assessing the effectiveness of remediation of open pits, which compares the cost of a site before the start of mining and after reclamation, taking into account the factor of profitability from mining.
