About the design of the labor safety system at mining enterprises

Authors: Smolin A. V.

The article presents theoretical, methodological   and   practical   approaches   to the design of an occupational safety system (OSH) at a mining enterprise. The feasibility of designing is due to the modern socio-economic conditions of the functioning of mining enterprises. In these conditions, the system is not only tasked with reducing occupational injuries, but also predicting and managing occupational risks, thereby ensuring the transition from reducing the frequency of injuries to controlling the likelihood of their occurrence. The project for the formation, development and operation of the OSH includes the calculation and justification of the main parameters of the OSH, ensuring an acceptable level of production risk, as well as a description of the phased development of the OSS. The development and implementation of the OSH project will allow not only to ensure the high efficiency of the system, but also to ensure its efficiency and reliability of operation. Efficiency is achieved by eliminating production conflicts between subsystems for ensuring the efficiency and safety of mining operations, as well as increasing the efficiency of investments made in safety. The basis of industrial risk management is the mechanism for controlling hazardous industrial situations (OPS). OPS control is carried out at three levels of management: strategic, situational and operational. The formation and operation of the OSH on the basis of the organizational and technical project will allow integrating the production risk management procedure into the production management system. Thus, to ensure the formation of safe conditions necessary for the effective performance of the production task.
