Expedience of occupational safety system design in a coal mine

The article presents the main analytical results on functioning of occupational safety systems in coal mines and reveals the system defects. The existing practice of formation and development of the coal mine safety systems is considered. The expedience of the occupational system formation and development in coal mines is substantiated. The concept approach to the occupational safety system design based on industrial risk management is presented. Using the occupational safety system performance parameters, the architecture of the system is determined as the principal arrangement embodied in its elements, their correlations and relationship with the ambient environment, as well as the guiding principles of the system design and evolution. The key stages of the occupational safety system design are presented: allocation of subsystems, description of their constituents and inter-connections; definition of the system architecture; calculation and substantiation of efficient parameters of the system functioning. The development and implementation of organizational and engineering projects connected with the occupational safety system based on industrial risk management will enable transition from the static to dynamic mode of the safety system toward the early and appropriate response to both social (trauma, accident) and economic risks (failure of production program) in coal mining.
