Methodological framework of the strategy for innovative development of mining systems for deep-seated mineral deposits

The aim of the article is to attract attention of the scientific and technological community to the research undertaken at the Institute of Mining of the Ural Branch of the Russian Academy of Sciences to develop the methodology of integrated geo-resources management towards the implementation of the Mineral Reserves and Resources Strategy of Russia up to 2035, approved by the Government of the Russian Federation, Decree No. 2914-R dated 22 December 2018 No. 2914-R “as the governmental policy framework in the sphere of geological exploration, reproduction and use of mineral resources on regional and national scales, and for the government program development of the Russian Federation”. Mineral deposits and mines are the complex multi-factor technological systems which feature long-term progression (20–25 years or more) and represent the test subjects described with growing amounts of intricately interrelated data on geology, geometry, ecology, equipment, technology and economy. This predetermines the periodic step-by-step revision of the previously made design and operation decisions based on the study of transient processes in order to adapt a geotechnical system accepted by the mine to the varying mining conditions. It is particularly difficult to develop deep-seated deposits of complex structure. In this case, the increasing amount of information on geological parameters of mineral deposits and host rocks with growing mining depth necessitates updating of mineral quality standards and appraisals, adjustment of phased operation boundaries and transition to novel mineral mining and processing technologies. The further research on the topic under the state contract is connected with the justification of engineering, technological and organizational arrangements towards the implementation of recommended innovative solutions on adaptability of geotechnical systems of mines operating in the conditions of deep-seated and complex-structure deposits. The resultant methodologies are proposed to be taken as the scientific basis during development and implementation of the Mineral Reserves and Resources Strategy of Russia over the Period from 2030 to 2050.
